  These fans are used to dry out carpeting from the underside.  You must first vacuum or soak up as much water as possible, then pull up a portion of the carpeting which has gotten wet and cut out the wet carpet padding and dispose of it.  The padding is basically a sponge which will rarely dry completely or properly once completely soaked and may lead to mold or mildew.  The fan is then put at the open edge and left running until the carpet base and sub-flooring are 100% completely dry.  This item does require a standard 110v power supply.
